ActiveState provide a binary distribution of Perl (for many platforms), as well as their own perl package manager (ppm). Some modules are not available as ppm's or have reported errors on the ppm build system, this does not mean they do not work. You can use the cpan script to build modules from CPAN against ActiveState Perl.
However, all versions of RubyGems before 1.3.6 are buggy and ignore the above setting. Sadly a fresh install of Snow Leopard comes with 1.3.5. Currently the only known way to get around this is to upgrade rubygems as root:

Later versions of OSX (Mavericks 10.9) are intelligent enough to instal the GCC tools automatically once you have confirmed. If you are on an earlier version of OSX and do not get this prompt then following the instructions below (this will require admin privileges)
